Last updated in 2015, the purpose of a comprehensive plan is to guide the town’s long-term growth in a coordinated, thoughtful way that is consistent with the established vision of the community. A comprehensive plan itself is not a regulatory document, but rather a blueprint for decision-making by town staff, public officials, investors, and other stakeholders.

The policies and strategies outlined in this plan should be implemented through the various planning and regulatory tools at the town’s disposal, such as the annual budget, a capital improvement plan, zoning ordinance, land development ordinance, historic/cultural guidelines, and other policy documents. 

In collaboration with the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG), this comprehensive planning process began in June 2025 with a kick-off meeting to both Planning Commission and Town Council and is expected to be completed in June 2026 with the adoption of the plan by Town Council.

June/July Kick Off Meetings

August Stakeholder Meeting

Online Public Survey

Joint PC/TC Land Use Workshop

Internal Drafting & Review Process

Since the Kick Off meeting, Census, GIS, and infrastructure-related data and information were compiled as part of the existing condition analysis and community needs assessment.

During this time, staff will analyze the data and information gathered, the results from the Online Survey, and any other information related to the town to develop a draft plan and set of recommendations. This document will be available for review by Town Staff before the final approval process.

In-Person Public Open House

Final Approval Process

The final draft of the 10-Year Plan will be presented before Planning Commission on [Date: TBD] for their recommendation of approval. 

The final draft will then be presented to Town Council for first reading on [Date: TBD] and for a second reading and Public Hearing prior to adoption by Town Council on [Date: TBD].
